where should I place this? I have actincs and mh during the day. and lunar lights at night.

Trial and error, you will just need to find a place where the lunar lights won't keep it in day mode during the night.

How can I tell whether or not it is in day or night mode?

If you have moonlight on, the moonlight will come on as well. In night mode, the pumps stop pulsing and stay at whatever you set the bottom knobs to.

I have a 7091 so there is no moonlight my pump is already set at the lowest knob does this mean its not doing anything for me?

During the day if pulse is on, the pumps pulse from the top to the bottom knob setting, at night it stays on the bottom knob. If pulse is off, the photocell does nothing.
