Would it be possible to keep seagrass in a pico tank (1 coral) with DSH's? What is the shortest species of seagrass? Which species requires to least amount of substrate?

Halophila beccarii. It has the smallest leaf and shortest plant height. Leaves are less than 5mm long , and low-lying on the substrate. It superficially resemebles the freshwater Glossostigma elatinoides in growing habit.
Can Seagrass be pruned back? (in particular turtle grass) I might buy a tank 10 inches tall and I dont want the seagrass to grow really high and cover the water's surface and stuff.

Well, if you really don't like any Halophila spp., plan on a shallow tank with one inch of substrate only but still wanna trim down the seagrass from time to time to keep it low, widgeon grass seems to be the only candidate.
