Picture taking info/pointer/helpfull sites for newbies

I was looking for some helpfull sites that has good information on picture taking. Something that would explain the theroys and methods used and explain why they are used. I think this would be helpfull for all new people to photography, no matter what there are using for a camera, a point & shoot or DSLR. Then if there is a good response maybe we could make a sticky for futre refrence and to add on too. Thanks
