Pin Cushion Sea Urchin behaviour

My new little pin cushion urchin keeps to the top of the tank. Like exposed to air kinda out of the tank top of the tank. Not overly alarming but..

I noticed it also flips on its back and sticks it's mouth out of the water.. is this normal?

Looks like a tuxedo urchin? Mine usually doesn't do that. Perhaps water parameters are off? Does it eat algae if you give it? Mine also eats small bits of raw scallop.
