why is there a "cage" or "fence" around the tank?

so that people cannot break apart their skimmer, or put their hands in the tank. this was a frag system display. it showed all the "under the tank" equipment needed to run a reef tank.

i did not appreciate the chain link fence, since these were both very clear and great pics besides the chains.
