Placing new frags

How do you decide where to place new frags? I usually place all of my new frags on the sandbed to adjust to the lighting. But then I really don't know how to decide where to put them. When I place them on the rockwork without gluing in place, they usually just fall onto another coral or back onto the sandbed. But I don't want to glue them in place without knowing the best location for lighting and flow. How do you decide?
 
This might be a bit more involved than what you want, but I used a torch coral frag to test different areas of my tank for flow. It's easy to look at how much it's moving in the flow. It will give you a good idea of your high flow (arms blowing sideways) through low flow (arms gently swaying) and let you see how chaotic your flow is as well. As for lighting, I got 3 soap dishes from target with suction cups and put some eggcrate in them. Frags start out at the bottom and get moved up around until they seem happiest. Most of my frags stay on plugs for 6-8 weeks before I place them permanently.
