plant and substrate suggestions?

I currently have dry sugary sand. So 2 questions:

1) Should I mix something to it or use a totally different substrate?

2) Plant suggestions that are not evasive and relatively easy to care for?

This would be my first crack at saltwater plants... in a 120g.

It will probably have seahorses/pipefish/maybe garden eel.

How deep is the tank? You know that garden eels are going to need very deep substrate? Probably of a particular type?

The back of the tank will have a shelf.. I'm thinking of bending some acrylic .. about 6 to 8" tall with foam rock wall.. and filling it with sand. Tank is 24" tall.
