Plastic epoxy?

I have a blue plastic recycling bin I would like to turn into a sump. It has 4 holes in the bottom I need to plug. Silicone did not work. I was wondering if anyone can suggest a type of epoxy to try? The container says HDPE #2, if that helps. Is plastic epoxy reef safe after it cures?

HDPE is a tough material to bond to. In fact, I'm not sure there is anything that I would trust. You might be better off with a different sump.

But, yes, epoxy is generally reef safe.

Instead of trying to epoxy the hole shut I would try epoxying apiece of hdpe on top and on bottom of the hole like sandwich the hole with 2 pieces of hdpe.
