I think you should know what to do now... you know what's wrong .. and since you've identified the problem(s) you can now start either making changes or return the anemone. IMO, you should return him... it sounds like too much lack of research and experience.

Lesson #1, don't take anemone keeping advice from people selling anemones that look like crap.
Lesson #2, don't buy anemones that look like crap no matter how cheap they are.
You need at least one more 65watt pc over your tank if you want to keep that anemone for more that 4-6 months. That's assuming he is not already too far gone.

Try to feed pencil eraser sized food everyother day. If it doesn't eat that's OK, but keep on that schedule and try different things. Shrimp, scallops, squid, silversides will work at different times. Just because they don't take it once doesn't mean they won't take it next week, so cycle your offerings until it starts to eat.

Most of all leave it alone. If you are doing water changes, adding suppliments, or trying to feed it all the time, you are doing more harm than good. Right now it needs stability.

Since you have made your decision to keep it, you need to treat it like you would a healthy anemone and hope it pulls through on its own.
