It is clear and some what see through spines with flat leaves or growths

It looks like a macroalgae, Caulerpa racemosa maybe. It will naturally grow off the live rock and can be beneficial if it doesn't over grow on your corals. You should trim it and trow the left overs away ever so often. If it gets too overpopulated it can go asexual and basically melt and make a mess. So make sure you trim it to prevent that.
