Please help!

I have got two clowns last week and one of them is doing fine eating the other one appears to be loosing scales and kind of dizzy but still eating. Can you tell me what it is? I have googled a lot and he doesn't have any fungus on him or anything that could appear as Brooklynella. Please help me, I don't want to loose him. Thanks

25gl, and the tank is functioning over the month now. Ammonia 0 nitrites a bit higher 2.0, but it was lover before I have added the fish.
 
I hate to be the bearer of bad news but your tank is way way way too small for the Tang. That fish will grow to be over a foot long. Your tank is also way to young for anything but a small fish or two. If you are reading any nitrites, the cycle hasn't completed or it has restarted due to the heavy fish load. Remove the tang and the clown. Add a dead supermarket shrimp and wait until your tank starts showing ammonia. Remove the now stinky decaying dead shrimp, start reading the stickies at the top of this forum and don't do anything other than that for a month. Then, you can add one or two small fish.
 
I do not own the tang it is just a picture that j.falk posted as a sample ... I have two clowns in and nothing else. One of them seems completely okay, swimming around happily, eating. The other one looks like the picture I posted. I don't plan to add any other fish just those two clowns for 25 gallons.

Have you tried doing a partial water change? Sometimes something as simple as that can make a big difference on how well the fish do. Especially if something is off with your water that you are unaware of.
