the main arguement i have heard against plenums is that some things build up with in them over time. would setting up a way for some water to be removed from the plenum prevent that. I am aware that right after the water is removed the plenums effeciency would be shot till the oxygen that was pulled in is gone, but wouldnt it prevent the build up of things?

I think the main thing with plenums is not so much toxicity but that they don't seem to provide any benefits in most tanks. Why add something if a plain DSB will do the same job with less work? Anyhow, here is an interesting thread that is along the lines of what you are asking- Plenums.
