Aluminum polish, beer, patience and elbow grease. Vinegar is definitely the first step to dissolve anything that may be on them, but you'll need some good polishing to get the OEM shine back.
+1 on the Beer. Get Never dull by eagle one. This stuff cleans and pulls all the junk out of the metal. Then get Mothers mag wheel aluminum polish to polish the reflector to a brillant shine. A lot of the motorcycle guys use this stuff on the bike engines. I use this stuff on my car as well and tried this method on one of my old reflectors and worked very well.
