pop-eye not getting treated

So we had to move our remaining fish (1 powder brown tang, 1 coral beauty angel, and 1 o. clown out of our 75g display to a 29g QT/hospital tank because of an ich outbreak.

Unfortunately, then the CB suffered a single eye pop-eye. We understood that this is most likely caused by injury, but we decided to be proactive in its treatment. So we treated the tank with maracyn-2 for 5 full days. During those 5 days, the pop-eye went down in one eye (and moved position), and then appreared in the second eye. In the second eye, there was more than one bubble visible. This is currently the case.

Since we just completed a maracyn treatment, and since I am not sure of its overall effectiveness, I don't feel continuing the same treatment will be the best course. However, I am unsure what should be the next step in an attempt to treat this issue. I would appreciate some insight into how I should deal with this.
 
Maracyn 2 (minocyline)is a std treatment for minor bacterial infections .. its not the same medication as Maracyn (erythromycin)
