Powder Blue Tang Or Purple Tang?

Purples are less agressive in general, but it would depend on tank mates. For instance, a purple tang may be more aggressive toward a yellow tang than a powder blue would be, but less aggressive toward a convict than a powder blue would be simply because of tangs' tendency to be more agressive toward conspecifics and members of its own genus. But in general, I would say purples are less aggressive.

+ 1 to the above plus i will add it also depends on the individual fish. both purples and powder blues can be great community fish all the way to complete and total jerks or anywhere in between

A PBT would be very aggressive in a 90 gallon tank. IMO you need to look at the stickies in both places you have started threads about tangs. Look at the list and see what will work in a 4ft long tank. Tomini, kole, and mimic tangs are about the only options I am sorry to say. Tangs are very active swimmers and need their space and are not afraid to take matters into their own hands if they feel over crowded. The PBTs also happen to be a fish that for the most part will be okay in a community until a new fish gets dropped in. They will most likely kill the fish being added because they will harrass it to death. Wait until you have a big enough tank to allow one of the two tangs you listed here to thrive. 5ft for the purple, 6ft for the PBT. Only get fish that will live in the tank you have now. There is no guarantee that you will be able to upgrade your tank as the fish outgrows your tank. Todd still doesn't have his "big" tank and has said so in other threads.
