MJ 1500? I thought the 1200 was as large as they go.
All my returns (including PH's) discharge at the surface.
Ripples at the surface are the goal.
You might want to point the Seio a target area. They seem fairly useless for causing ripples at the surface.
 
Like Gary said, surface ripples are the key.

With multiple power heads, the common practice is to aim them at each other and/or the surface. The goal is to have the outputs collide causing more random water flows while at the same time breaking up the waters surface.
 
In my opinion the goal is to set the powerheads up so that they create random water movement for the corals. It is important when you set up a powerhead to observe how the current is affecting the polyps on your corals. If it looks like the polyps are constantly being blown in the same direction to need to adjust it. More importantly if the polyps are not moving at all you have to fix that. This IMO is the real goal of setting up powerheads. If you can accomplish this the surface agitation will just happen. Also I have to say that my Seio 1100s create lots of ripples at the surface, which is definitely important I agree. Now to really answer your question, which is really hard not having a photo of your rockwork or where the sump return line is located…

I would start with the sump return line pointed at the front glass. Bounce the current off the front glass so as to create some random flow. Then I would put the Seio on the left side glass and have it blowing directly across the tank and bounce if off of the glass on the right side of the tank. I would then buy a cheep timer for the maxijets, don’t put the Seio on a timer. Put the maxijet 1500 on the right side glass (not on the back right side but actually on the right side, same goes for the Seio but on the left) and point it at the Seio. Make some adjustments to these three and use the maxijet 1200 to take care of any dead spots you can’t get the other to take care of. Have the two maxijets turning on and off every 30-120 seconds. That should create some really nice flow!

Ripples are good and help move your water down to the sump, and prevent film from building on the water. I think really breaking up the surface may decrease the efficiency in skimming.

Depends on your corals. I think your aim is to place your powerheads so that most of your coral is getting good movement, but then fine tune how each coral is reacting.

ie:
I know my porites prefers laminar flow, it's not happy getting random water movement, the Christmas tree worms have mostly made their tubes in one direction.
