problem hair algae

Hi everyone, im having a problem with green hair algae growing over the LR.
As a quick fix, can I remove all the rock and scrub it with a brush?

To fix the problem long term , I have recently installed a HOB refugium, with a DSB and chaeto.

My 35g tank has been up and running for 6 months, I use Red Sea salt mix and RO water and perform a 5g water change once a month.

There is around 35lbs LR, a few mushrooms and a few soft corals and about a 20 x flow rate from powerheads.

Here are my water parameters: (results from API test kit)

PH 8.3
calcium 360ppm
KH 143ppm
nitrate 20ppm
temp 77
sal 1.025

That worked well for me. I also added a phosban reactor the same day I scrubbed the rocks and added more snails as well to prevent it from growing back.
