Problem with skimmer pump

I have an Octopus skimmer I bought from Rod in March and it is driven by an OTP-1000 pump. It has been submerged, but unplugged for about 3 weeks. When I go to fire it back up, I get nothing. I took the cover off to reveal the impeller. There is nothing obstructing it.

Short of replacing it, is there anything I can do to try and get it started again? Does the impeller need replacement?

1st soak the whole PH in 3/4 vinegar. 1/4 water overnight. This will clean the PH in and out, rince and fire it back up.

Thanks. It is now under a 75/25 vinegar/water solution.

Hmm...no go. Soaked overnight in the solution. Fired it up today, and it makes some gurling noises, but the impeller doesn't spin. Any other suggestions?
