I just got the Aquaclear surface skimmer for my AC110 and it doesn't seem to work. All that happens is the top part (skimmer) bounces up and down until it stays under water. Am I doing something wrong here?

what i did was cut the tube to sit an inch below the surface and made a small overflow box from acrylic bought at HD... then painted it black with krylon fusion (walmart)
whole thing cose about $15 and 30min to make..
