puffer acting wierd

My s+s puffer is acting really wierd, it is sitting on top of rock and hiding, breathing real heavy, but if i try to touch it, it moves normally, then goes back and does that, lvls are great across the board and the other fish are doing fine, any clue what it coudl be?

Everything except the heavy breathing is normal behavior for puffers. Mine sits on the sand, and rock most of the day.
Just make sure he isn't being harassed by anyone.
