IME they pulse more in low flow. I presume the pulsing action is to create their own flow .

I think he means if the power goes out, because of the comment "œpulsing action is to create their own flow".
If power goes out you will need circulation towards the surface where oxygen exchange happens, I don't think they will create enough flow to make a dent.
