That's debatable but for the most part it depends on what your going to be doing with the tank. A fish only tank has different requirements then a tank loaded with SPS corals.

There are lots of variables in choosing a pump. If this is for a return pump for your sump then I would suggest that you start out by looking at the headloss calculator on the home page of Reef Central. The pump selection is a bit dated but the idea of headloss and how it effects your pump is something that you should get familiar with.
More information about your equipment and what your planning to do would also be helpful.
Keep in mind that the total turnover or circulation thru the DT is completely different from the amount of volume that you have passing thru the sump.
