Purple Tang ID please

Hi,
I have my entire system in hyposalinity at 1.009 (I know I shouldn't) for almost 3 weeks. I had few fish with sign of Ich, and all looked good till few days ago I realized my purple tang had few lighter spots on his belly, and his fins are torn. Few pictures attached. Please help.
No ammonia at all

Total shot in the dark here... Maybe HLLE?? Also could be bacterial? There are several antibiotics out there - which would be best treated I'm a QT tank.

It looks more bacterial to me though...

What about flukes?

If it is flukes you can treat with prazipro. Ive read on here of people dosing their display tank with it and most seem to have good results, even with corals and inverts. Wrasse are sensitive to it though. So - you could try that.

I did twice last two weeks, but I might doing something wrong because doesn't looks like is working here

Flukes... I'm dealing with it too. For ich you can try tank transfer method next time. Hypo at 1.009 for DT does not always work. It may come back.
