Quarantine tank question...

I've got a 55g tank setup to be a quarantine tank in my basement for any incoming fish. My question is that how do people deal with the cycle in this tank? I put a couple of pieces of liverock in to get it started but have since removed the LR... seems like there's nothing for the beneficial bacteria to hang onto in the tank.. What happens when a fish is in? Is it exposed to high levels of ammonia from another mini cycle?
 
Honestly with the QT Tank set up for such a short time this is my process:

I fill the 10 gallon tank with fresh salt (RO + Salt mix aerated).
I put the right amount of copper medication (.05ppm)
I have heat the water to 80F
I keep my maxi-jet 1200 aerating the water the entire time
I do a 10% daily water change (making sure to remove the film off the top of the water)
I keep the fish in the tank for about 2 weeks if I see no problem, and 6-8 weeks if it gets infected.

I don't bother with any filters because fish are tolerant to high levels of nitrates. My 10 percent daily water change keeps ammonia at 0 and as long as you do not overfeed, clean out the waste, and put nothing in the water to produce ammonia you will be fine.

IMO copper should be the last resort in QT, it may cure the disease but is not good on the fish. Hyposalinity is best.
