Quarantine tank what do I need?

What do you need to setup a quarantine tank I have a 30 gallon tank that i was going to use . I hope that i dont have to buy a skimmer and all that stuff that i had to buy for my main tank. Should you have sand or live rock or lights or anything like that?

bare bottom (no sand, rock)
hang on filter.. your typical hang-on for freshwater mainly
heater

some people use a clay pot to give a hiding space.. or pvc pipe..
