If you normally use 250w double ended halide bulbs and replace them with 150w double ended halide bulbs does this create an issue?

i think it might unless you can rewire you ballast for lower wattage

Yes it will.
You need to use the same wattage bulbs with the same wattage ballasts.

The "sockets" for 250 DEs are bigger/different then those for 150's.
