question re: streams and apex controlling

I could swear I read somewhere that we shouldn't drop below 30% when controlling streams with the apex or similar type controllers. Is this correct? TIA

1-29% is not a good idea, the rotation is too slow to be stable and overcome the drag and this can damage the pump.
