Not fully normal.

How long have you had the anemone?
What lights do you have?
What are your current water parameters -- with numbers.
How long has the tank been set up?

Just ran all test right now. I bought him from the LFS on Saturday. Acclimated correctly. I have seen this anemone at the LFS for about 2 months almost bought him every time until couple days ago I figured it was time.
I have 2 250w MH over my tank with 2x96w actinics. MH are on for about 8 hours a day. Durning the day the anemone looks great, fully inflated, rich purple/blue tips. Although the clownfish have yet to take to him :(. The picture is with the moonlights on.

Temp is - 78-81 depending on time of day.
PH - 8-8.2 depending on time of day.
Sal - 1.023
ammonia - 0-0.25
Nitrite - 0
Nitrate - 5-10 cant tell with api test kit
Ph - .23 Hanna Checker
Cal - 550 yes I know its too high
Alk - 10.47 Maybe a hint too high?

tank has been up for a little over 5 months.
What I read was usually when anemones are not happy they will move around the tank? This one has yet to move where I put him. I have tried to feed with little success... I did read this could be normal for the first 2 weeks?

You need to get your ammonia down to 0. and your sal needs to be 1.025. I would do a water change and see if that changes anything.

Ok I will do a water change. I am sure my ammonia is probably 0. Its just the color difference between 0 and .25 is insanely difficult to deceiver. I will take some pictures of him as the day progresses and post them later.

Here are a couple pictures I took of him throughout the day. I am in the process of doing a 10% WC has suggested. I tried feeding tonight some mysis shrimp. I used a baster to target feed. The tentacles seemed to be sticky enough to grab then, but would just sit there until the food feel or blew off.
