Quiet pump options for AquaC Urchin Pro ~$60

Looking for a good pump that is 300-400 gph for AquaC Urchin Pro. I'd like to get it for around ~60 no more than $80 (it better be an amazingly great pump for $80). Cheaper is better. Energy efficient, compact, reliable, durable, all the good stuff. But most of all it has to be quiet! I have a few ideas but I'm very open to recommendations. I'd like to hear what some of you have to say and please provide some reasoning behind your decision. If anyone knows where I could pick up a Sicce 1.5 or Eheim 1250 on the cheap this would probably be a very short thread. :-)
 
Second part to this idea and maybe I'm just second guessing myself. I'm currently using an AquaC Remora on a 75g. It seems over worked but I have no empirical evidence to support that. I got a steal of a deal on an Eshopps PSK75 in sump skimmer and I'm not sure if it's enough either. Some others recommended a PSK100 at minimum. I'd like to run a S-120 or Urchin Pro but I'm not sure what is needed. In the end if I'm not mistaken this really boils down to bioload. If the skimmer is strong enough to keep up with the bioload and nitrates are kept <0.25 then an upgrade is not necessary, correct? How much bioload can the Remora or PSK75 handle? How critical is it that I upgrade?
