rabbit fish stinging other fish?

Hi all,

I've had two fish (one a yellow halichores, the other a segmented blenny) so the same symptoms:

they seem to get paralyzed in most of there bodies.

basically each fish was only able to move with it's pectoral fins. They were breathing, eating etc. but unable to move 3/4 of their bodies. The yellow wrasse recovered, but later jumped. The blenny was looking fine as far as color, and moving a little.

I'm wondering if the possible culprit is a rabbit fish, as all other fish seem fine.

current info:

29g sump
4 koralia (2x4,2x2)
asm g4 skimmer
led lighting
tank is sps dominated

tank mates
2x leopard wrasses (female Macropharyngodon meleagris)
1x xmas wrasse (Halichoeres claudia)
1x blue gold blenny (Ecsenius lividanalis)
1x segmented blenny (Salarias segmentatus)
1x scopas tang (Zebrasoma scopas)
1x rabbit fish (Siganus vulpinus)
1x cleaner shrimp
1x peppermint
2x emerald crabs
 
I should also note that the paralysis is not acute; it seemed to worsen over the course of a few days.

any ideas/info/help would be appreciated :)
