I'm going to start using lime water for my top off with a pump. My question is how do I know what ratio of lime:water to mix?

You could start with a solution of 1 tsp per gallon, and see how it goes. Adding vinegar can help reduce any pH spike. This article might help:

If the tank's pH is fine as is, I'd probably add the vinegar (3 tsp per gallon) and see how that goes, and work from there. My tanks run at a fine pH with that lime:vinegar ratio.
 
You can go up to about 2 level teaspoons max if you need to. Gauge the need by alkalinity, making sure the pH does not get too high (not above pH 8.5, if possible).
