The one in the foreground looks kinda bad. The one in the background looks OK.

The one in the foreground has thin, sparce tentacles. I would question the following:
1. Is the flow too high in that spot?
2. Does it have an aggressive clown that's been ripping off its tentacles?
3. Have you considered feeding it more?

I like the coloration, but something about the tentacles just doesn't look right to me.

EDIT: Any butterflies in the tank?

I believe flow wouldn't be an issue because the RBTA would simple move to a less flow area. Are there clowns hosting? I don't see any in the pictures. If there are no clowns than I would feed small pieces of shrimp squid or mysis. This should improve the RBTA plus not all RBTA have bubble tips.

My GBTA has a similar look tentacle wise as the one in the foreground. It went through some weird formations over the past several years and 'almost' split once. It's pretty healthy these days and maybe has a few more tentacles than the rose in your photo. Can't tell exactly but the mouth on yours looks fairly well closed and tight. If that's the case then it should be fine. My GBTA hasn't had bubbles for a long time.

no butterflies
the fish in the tank are a volitan loinfish, fuzzy dwarf lionfish, purple tang, yellow tang, pair of maroon clowns, and a coral beauty

It doesn't look great, but I have seen worse.

What size tank?
What lights?
What are your parameters? (( with numbers ))
How big are those anemones? (( Maroons can/will be hard on anemones ))
Depending on the size of your tank, that could be a high bio-load that could be effecting things.

Assuming tank conditions are OK, they look like they may be reaching for food.

105 Gallon tank with 30 gallon fuge
pc lighting soon to be upgraded to an 8 bulb t5
water parameters are
nitrate 0
ammonia 0
nitrite 0
phosphate 0
mag 1300
cal 440
ph 8.35
salinity 1.024
alk or kh 9-9.5
the anemone in the back was about 10" across when i bought it but it doesnt open up that big any more and the one in the front is probably 5"-6" across

how often should i feed them and how much?

Usually once a week is good, small size foods work the best, 1/2 a small raw table shrimp in 1/4inch pieces.

I feed mine a 4-8 PE mysis once a month. They catch some flakes almost daily. My tank is a 90 with 2 t5 & 4 vho. My observation, with mine, is they get small & compact when stressed. They get very open & reachy when hungry, and seem to do best with alk around 8 & calcium around 400 to 440, with a temp of 80 to 82. Stability seems to help.

maybe they will never look good with these maroon clowns rolling around in them all day

I don't think clowns rolling around will stop them from living a normal life in your tank. By chance does the RBTA become smaller at night? Therefore do the clowns still host in them at night. My RBTA's a huge during the day and retrack into the rock work in the evening but the clowns still do their best to host.
