Aim a powerhead at it's foot and it should start to move. You can also place an ice cube against it's foot to loosen it and then gently pry under it with your fingers until it lets go.
Can you just move the rock to the new tank? If you don't want that rock in the new tank chances are the nem is going to move once it is in the new tank to find its spot so you can just take the rock back out when that happens.
