Red Cyano is Back!!

I got Rid of this problem a few weeks ago and now just can't seem to understand what could be causing this.

My lighting is only on for 8 hours
I do weekly water changes of 10%
Using RO/DI water
Phosphates test at 0
Nitrates near 0
I have a U/V Filter
I am using Chemiclean Bags in my Fuge
I have a Reef Octopus for my sump

Now what?
 
It's a seasonal thing, for one. If sunlight reaches your tank at any time of the day, it can pop up. Recommended method for dealing with it is 3 day lights off, 1 day blues only, good skimming, then back to normal. Do it once monthly until the problem goes away. That'll take care of it for a while.
 
Nevermind, Sk8r already answered. Was going to request for addtional information since I got a feeling your tank is near a window where the sun might reach to your tank.

My tank is near a window, bad mistake I know, but I cant change that now

Is it ok to pick it off my rocks and sand?
 
Apply the cure as stated above. Sure, it's ok to remove, but it'll outgrow your efforts unless you lower the nutrient and skim. Consider curtaining that window. Is it face-on and unavoidable, or could you stop it by blocking one side glass?

I will curtain the window, and do the lights stuff. I've worked so hard to get to this point, and spent a ton of money. However, I love the hobby so far, it's been challenging and fun
 
Something many people don't realize still exists---post WWII. Blackout curtains. You can get these things from Penney's, a white vinyl curtain that hangs on the same hooks as your drapes, with a magnetic seal that will eliminate any light. Put THAT on the window, and you'll have no light from it at all, but it draws with your curtain, on the same rod, when sunlight has diminished. The presence of a strong sunbeam may be seasonal in a given window, as the position of the sun travels during the year.
