Red Hair Algae problem on coral - HELP

Hi All,

i am having a bit of trouble with red hair and bubble algae. all of my coral are fine except for one. i have attached an image of it.

Can someone tell me if this coral is dead? If not, how do i clean the algae off of the coral?

It looks like Cyanobacteria, normally it should not attach itself to a health coral. I cannot tell from the picture if the coral is dead or not, but it looks like it is still living. I would use a soft tooth brush to gently brush off the bacteria.
 
Or a turkey baster to wheeze it off without touching. Does the coral have any color at all, or is it white?
Note on cyano: a 3-day lights out, 4th on low light, and a decent skimmer should make a dent in that. Cyano's highly adaptable, so hard to attribute it to or cure it via anything like phosphates, etc.
 
as far as color goes, it looks like the original blue color. Some parts of it look white though. its hard to tell with my ati t5 light - it makes everything look blueish
