it looks like my little guy is deteriorating. what can i do to alleviate this problem? i have also noticed what looks like a red bubble on the tip of one of his arms, any idea what this could be?

I'm guessing your star is Fromia rather than Linckia. In either case, when they die they start to slowly disintegrate like that. At this point there's nothing you can do. Changes in salinity or starvation are the two most common causes.
what do i have to use for food because i have been using reef plankton and phytoplankton.

The diet of these stars is unknown, but most likely it's an organic film that grows on LR. For that reason they're essentially impossible to keep fed long term in tanks smaller than 100 gal even though they're so small. I can't think of any true sea stars that feed on phytoplankton as adults and very few feed on algae of any type.

As sea stars go, they're probably the easiest. They still have the same acclimation and shipping issues as other Linckia though. Whereas other Linckia need ~100 or so lbs of LR to graze, these guys can get by with about half that. The tank still has to be well established and stable and you still can't target feed them if things start to go bad though.
