Red "veiny" blotches on yellow tang. help

I noticed that my yellow tang has red blotchy and "veiny" marks on him. It almost looks as though I can see the blood through him. It's quite strange.

According to a book on fish diseases my best guess is that he either has a bacterial infection or Tuberculosis. But that is just my laymen best guess.

I have tried to catch him to put him in a quarantine tank but due to the vast rock work I have in my tank, I am unable to catch him.

I have a couple questions. One, has anyone heard of this with their fish? Do you know what it is?

Two, is this something that is curable with medication that I can add to the entire tank. I have several other fish in there, (clowns, goby, damsel, dragonett, etc.) as well as some shrimp, sea fans, and cucumbers.

Three, any ideas on how to catch him? I have tried for 2 days now without luck. Even left the net in the tank over night so he would get used to it. No dice there.

Finally, if he does end up dying in my tank, what are the chances that the other fish could catch what he has?
