Reef Octopus Impeller

I have a reef octopus impeller and i have a question should the white shaft inside be moving with the impeller or seperetly?

I can check when I get home, but I think the white shaft is supposed to be stationary. It has a rubber cap on each end and those are definitely stationary.

ok i have one problem that the impeller wont strt its the one with the yellow rubber tips on the end where the water coems in...thats my problem is that it wont start when plugged in....haha this is frustrating lol!!
