As with so many questions in this hobby, the answer is yes and no.
As long as there is room to grow a macro algae, it can help. But the bigger it is, the better it's chances of really being useful. If you don't have nitrate and/or phosphate issues, a smaller refugium will work OK. If you have big nitrate or phosphate issues, you'll want a bigger refugium. If you run GFO and/or a phosphate reactor, they shold keep nitrates and phosphates in check. If you don't run either, then a refugium could be more useful.
I have a 125g DT and a 50g sump. I don't run any reactors (GFO, carbon or phosphate). I want a bigger refugium than my sump would allow for, so I added a display refugium. Now I have room to grow lots of macro algae and keep some critters that I wouldn't keep in the DT. Like my Red Hawaiian Reef Lobster or a couple of sea urchins.
