Return pump too strong?

I have a 29g tank w/ a 30g tank set up as a sump. I am using a Mag 7 (700gph) as a return pump w/ a 9 ft hose. The sump sits about 3 1/2 below the tank. I'm using a CPR CS50 hang-on overflow rated at 300gph. Is this pump too strong?
 
I put a Y adaptor on the output of my mag 12 with ball valve on one end that circulates in sump. This lets me adjust flow to tank without putting back pressure on pump.
You could also use a SCWD it uses excess pressure to produce alternating flow.
 
A gate valve or ball valve is all you need to lessen the flow(gate valves are better). Just make sure it is installed on the outflow and not on the intake.
 
I have a sequence dart on a 55g and I don't think this is too much - you should be fine.

How in the world are you running a dart on a 55 and not having problems with microbubbles and corals standing sideways in your tank? That pump puts out 3600 gph.
