Is it ok to run direct from the RO to the sump with a shutoff in line?
I have heard you need to fill a resevoir as the RO units do not perform as well when run short term. Is this true?

I wouldn't do this. If the top off got stuck it could cause a flood. that why people use the bucket.
 
Yes it is true. Every time you shut off a unit impurities creep to the pure water side so the initial minute or so of production is ladden with impurities.
This is why producing larger batches improve the overall water purity.
There are some automated systems to purge that first water away but if you start and stop the system too often you will be wasting DI resin very fast just purging the unit.
No if you can have a dual float top off system and yous system salinity will not swing much (Usually large systems) then you can adjust the production volume by adjusting the height between the two floats.
