Does RO water need to be declorinated before adding to a tank for topoff?

no, that is what your carbon blocks do before the water hits the membrane. if you are seeing chlorine in your RO, your membrane is shot and you need to buy all new filters and membrane

no ro water is totally safe to add to your tank, you should never have to add declorinator to ro water unless your filters are bad
