The pics really aren't clear enough for an ID, but I'm going to throw out a wild guess based on the appearance of the tentacles in the first pic -- it could be a curlycue anemone. Don't quote me on that though, it's just a stab in the dark.

how big is it? if its small its likely aptasia

it's not aptasia because the base of it is a strange milky white color and the tentacles are striped brown and light blue/transparent and little curls between each stripe. the tentacles are slowly getting bigger and it has not multiplied like aptasia

How you describe this anemone makes me think its definately a curleycue anemone aka (bartholomea annulata). They hide deep into the rocks or substrate when disturbed.
