My tds meter is reading 5 ppm does this mean my filters need changed

also on a side note my tank has started a little bit of hair algae could this be part of the reason
 
If it was reading 0 and has been rising, you should change your filters. It could be contributing to the algae, although, there are other possibilities for that as well.
 
I'm assuming this meter is reading tds after the DI canister.
If so, it means you need to change your DI resin. Ideally this should he changed anytime tds out is greater than zero. The rest of the filters don't necessarily need to be changed at this time.
 
Change your di, as they said. Might as well change carbon and sediment while you are at it. RO doesn't need changing until production slows down.
