I have a frag of RPE's in a 12gal nano with 70watt 14k halide. What is the best placement for them? I have them directly under the light, is that ok or should they be lower in the tank?

It depends on which RPE you have as there are quite a few different ones.
Just watch them. If close to the light you like the colors they give you, then leave them there.......if they look like it might be too much light then move them down.
If you just got them I wouldnt put them directly under the lights right off the bat, although they can surely take everything youve got, it doesnt mean you will like what they look like the best with everything youve got and if they came from a tank with less light you want to acclimate them a bit to yours. Every tank and everybodys percetion of what looks the best is different
