salinity level

i'm getting ready to add my live sand to my 75 gallon tank finally after having to wait about four months to put money into this new hobby! I ended up filling it with 30 gallons of ro and the rest with cherryknoll spring water( due to cost and trans.) and mixed the salt in the tank with an overhead. Right now it's reading 1.023 but there's still salt on the bottom of the tank that the power head has not mixed. Is that a good level for a new reef tank, and is it ok to add my sand now???

i would wait till all the salt mixes just stir it with your hand or a stick i run 1.026

I typically run my salinity level between 1.025 and 1.026.
