I'm not sure if it's the best, but Instant Ocean and Instant Ocean Reef Crystals seems to be pretty popular.
 
I use IO for my FOWLR since there is no need for the other salts.

My reef tank gets Red Sea Coral Pro and I have been happy with it for the last ~18 months. I used Brightwell for a while and it worked just as well, just cost a little more.
 
I would have to say Instant Ocean is the most popular. One that seems to be making waves lately would AquaForest, I myself am looking forward at trying the Reef Formula when I finish my supply of IO.

I've been paying $53 for a 200gal box of Seachem Reef Salt. Cheaper than anything else I've seen. I used to think Seachem was one of the top ones but not sure anymore. I like it! I do have some issues with long term storage. I get that white film if it sits. Odd thing is it mixes best cold.

I prefer saving money using IO. If you dose 2-part there really isn't a need to pay extra for salt. I used Aqua Vitro (which happens to be Seachem's premium line) for a long time then switched to IO. The only difference was that I had more money in my wallet. And a UPS guy that hates me for ordering IO boxes that he has to drop off on my front porch.
 
I use Instant Ocean Reef Crystals and buy the 200 gal box online with shipping for $49. Just have to watch for sales through Google.
 
I'm a fan of red sea salts. I like that they clearly label their product with the chemistry it contains and stand by those numbers. I use the regular red sea salt, it mixes up crystal clear and accurate every time. This is one of those questions where you will probably get multiple answers, usually whatever people are using for their own setup currently is their suggestion.
 
I've used just about every salt brand out there not sure if there is much difference between them but I use tropic Marin , figured with the amount of money I have in corals might as well use something I trust
 
Many of the best reef tanks in the world use regular IO, there is little need in designer salts.
