sand sifter goby

We just purchased a sandsifter goby and right away it started to borrough under our rocks. moving from one to the other almost collapsing it. Is this normal? We thought maybe it was ready to lay eggs or something but not sure, dont know anything about them just that they hepl clean the tank.
