My sand keeps getting this brown algae all over it and it wont go away i was wondering if its cause my lights are on too long or if its somthing else my lights are on for 12 hours

How long has the tank been setup? Sounds like new tank syndrome just leave it and wait if all your levels are good.

Diatoms. If the tank is fairly new I wouldn't be too stressed. Get some nassarius and ceriths for the sandbed. Use RO/DI to keep reduce silicates in the make-up water. Need to know more info to properly diagnose.
