Santa Clara county, do you treat for chloramine?

I'm up here in SF from Southern California for the holidays and many of us in SoCal have been dealing with a lot of water issues within the last few months. Most of us believe that they have increased Chloramine dosage into our water system which have been affecting many of our tanks. Consensus is to add an additional stage of water filtration to deal specifically with Chloramines.

I believe I fried my tank. Added 25ml amquel plus following the directions to the reef.
Within 2 hours the water was cloudy and started smelling. Woke up to some sps tips sloughing their skin. Two days later and still tissue sloughing from most sps.
Lps and easy sps still doing ok as well as a green thin branch acro and a frag of Oregon tort.
Getting ready to do another 50% water change.
Here is the damage so far. Hard to tell from the pic but most acros are absent of tissue.

that sucks. I use Prime and had no problems so far. Never tried amquel and will never try that as well.
